Whatcom Human Services Transportation Plan (HSTP) Online Open House

The Whatcom Council of Governments (WCOG) is looking for public input on the Draft 2026 Whatcom Human Services Transportation Plan (HSTP).

What is human services transportation?

Human services transportation serves people with special transportation needs - individuals who are unable to transport themselves or purchase transportation because of a disability, income status, or age.

What is the HSTP?

The HSTP assesses existing transportation options for people with special transportation needs, identifies gaps in the current system, and develops strategies to address those gaps. WA State law defines people with special transportation needs as “persons, including their personal attendants, who because of physical or mental disability, income status, or age are unable to transport themselves or purchase transportation.” Read a one-pager on the HSTP.

Public meetings

Two public meetings will be held on October 7, 2026, at 11:00am and at 6:00pm, to present the draft plan and hear comments. You may attend in person at WCOG’s office at 314 E. Champion St, Bellingham, WA; you can participate virtually at https://us06web.zoom.us/j/3606858385; or you can join the meetings by phone by calling (253) 215-8782.

The Regional/Metropolitan Transportation Plan

WCOG is beginning the next five-year update of the long-range Regional & Metropolitan Transportation Plan (R/MTP) for the Whatcom Metropolitan Planning Area. This plan lays out our region’s transportation system goals, strategies, and investments for the next twenty years. The update is scheduled for adoption in June 2027.
