Human services transportation serves people with special transportation needs - individuals who are unable to transport themselves or purchase transportation because of a disability, income status, or age.
What is the HSTP?
The HSTP identifies transportation gaps for people with special transportation needs. This plan informs the WA State Department of Transportation of our regional priorities and funding needs.
WCOG updates the HSTP every four years. We are currently working on the 2026 HSTP.
What types of transportation are considered?
All forms of transportation will be considered in the plan, including public transit (fixed route and paratransit), school district bus service, intercity and private buses, passenger rail, air travel, ferry, non-emergency medical transportation, shuttles, cars, and bikes.
The 2022 Whatcom Human Services Transportation Plan was adopted by the Whatcom Transportation Policy Board on October 13, 2022. To view the document in a different format call 360-685-8385 or reach out via email.
The Regional/Metropolitan Transportation Plan
WCOG is beginning the next five-year update of the long-range Regional & Metropolitan Transportation Plan (R/MTP) for the Whatcom Metropolitan Planning Area. This plan lays out our region’s transportation system goals, strategies, and investments for the next twenty years. The update is scheduled for adoption in June 2027. More information is available on the Transport 2050 website.
