The Whatcom Council of Governments (WCOG) is looking for public input on the Draft Whatcom Human Services Transportation Plan (HSTP). This plan assesses existing transportation options for people with special transportation needs, identifies gaps in the current system, and develops strategies to address those gaps. WA State law defines people with special transportation needs as “persons, including their personal attendants, who because of physical or mental disability, income status, or age are unable to transport themselves or purchase transportation.”
The draft plan can be downloaded, or a print version of the plan can be mailed to you upon request.
Feedback on the plan should be submitted to Melissa Fanucci at melissa@wcog.org, or call (360) 685-8385. Comments on the plan are due by 5:00pm on Friday, October 9.
Two public meetings will be held on October 7, 2026, at 11:00am and at 6:00pm, to present the draft plan and hear comments. You may attend in person at WCOG’s office at 314 E. WCOG’s Whatcom Transportation Policy Board will hold a public hearing at its meeting on Wednesday, January 20, 2027, starting at 3:30pm at WCOG’s office to consider adoption of this plan. Members of the public in attendance may offer comments at the hearing.

The Whatcom Council of Governments’ Whatcom Transportation Policy Board will hold public hearings at its meeting of Wednesday, October 14, 2026, starting at 3:30 p.m. at WCOG’s office, 314 East Champion Street in Bellingham, to consider the following:
Amendment to the WCOG 2026 Transportation Improvement Program (TIP). The draft will be available by September 30th and can be viewed online at https://wcog.org/planning/tip/ or by hardcopy.
Adoption of the proposed WCOG 2027 Transportation Improvement Program (TIP). The draft will be available by September 30th and can be viewed online at https://wcog.org/planning/tip/ or by hardcopy.
The TIP development process and public hearing meet the public notice of public involvement activities and time established for public review and comment and satisfies the program-of-projects requirements of the Section 507 Program for the Whatcom Transportation Authority and the Federal Transit Administration.
Members of the public in attendance may offer comments at the hearing.
